Keep Local Control – It’s Your Plant!

The community supported replacing the 1938 sewer plant and building of Ellis Creek Water Recycling Facility. We benefit now-and will for generations because the community demanded a well-designed, state-of-the-art facility and committed to repay the cost.

What’s at Stake?

  • The State revolving loan saved ratepayers over $60 million in interest over the life of the loan.
  • If passed, Measure U will cripple the City’s responsibility to repay the $128 million in loans secured to complete the facility.
  • Fiscal responsibility now will ensure local control is not lost, but maintained, and Petaluma is not run by a bankruptcy judge.

What has it already cost ratepayers?

Measure U and Measure K two years ago- both sponsored by Bryant Moynihan – have collectively cost the City of Petaluma $454,000 in ballot and financing costs and attorney and professional fees. That’s money the City would not have had to spend if Measures K and U hadn’t been proposed. It’s time to tell Moynihan to stop wasting ratepayer dollars with a RESOUNDING NO!

Compared to rates of new plants for other Sonoma County cities, Petaluma charges the lowest rate for a new or upgraded plant.


Loss of City’s General Fund monies to pay the facility debt will severely reduce funding for other services including:

  • Firefighting and medical response
  • Police protection
  • Parks & Recreation facilities
  • City maintenance, including roads and civic infrastructure
